Join Civil Defense
Civil Defence Organization was properly organized for the first time in India in November, 1962 soon after the Chinese aggression in October, 1962. Till then it was existing in some rudimentary form. The first Director General Civil Defence in the Ministry of Home Affairs was appointed by the Government of India on November 14th, 1962 whose office and role expanded with the later conflicts with Pakistan in 1965 and 1971. Today DGCD office at the Centre formulates policies, and gives guidance and some financial help to the States in setting up the Civil Defence/Home Guards organization and Fire Services. It draws its legal strength from the Civil defence Act, 1968 and Rules and Regulations drawn on the basis.
Civil Defence aims at saving life, minimizing damage to the property and maintaining continuity of industrial production in the event of a hostile attack. Its volunteers have done an excellent job over the years in helping public, especially after the conflicts with Pakistan and later during many natural calamities.
To meet the early warning communication requirement against an enemy attack, a reliable and flexible network, both on telephone lines and radio/wireless, have been established in most of the categorized Civil defence Towns. At present Civil Defence activities are restricted to 225 categorized towns spread over 35 states/Union territories. In Goa it is restricted to Panjim and Vasco Civil Defence Categorised towns. The Civil Defence Act 1968, though applicable throughout the country, the organistion is only raised in such areas and zones which are tactically and strategically considered vulnerable from enemy attack.
Civil defence is primarily organized on voluntary basis except for a small nucleus of paid staff and establishment which is augmented during emergencies. The Government is encouraging, NCC and Ex-NCC cadets to join this voluntary organization and serve the nation. It also encourages professionals like Lawyers , Engineers, Doctors to join the organization as volunteers.
The Civil Defence organization is not a department of Bureaucracy but the citizens, own organisation, trained, organized and directed into purposeful channels by those who know the job best. There is a place for everyone in the Civil defence. Each citizen can participate in and contribute to the work according to his talents and his or her temperament.
In Civil defence the thrust area is training. Proper training in First aid. Fire fighting. Rescure operations. Relief distribution, information networking etc. are required to make this organization a competent work force readily available in the area as and when required. The presence of such a competent work force next door, will build up confidence among the people in the locality and definitely help the administration and police.
For the youths or for that matter for being a good citizen, this kind of training is essential for everyone as nobody knows when they will be required. If the organsiation can train up people regularly, there will be a plenty of trained people in the locality.
The Civil defence Corps has the following 12 services in which the volunteers are trained:-
1. Head Quarter Service
2. Warden Service
3. Fire-fighting Service
4. Casualty Service
5. Communication service
6. Training Service
7. Rescue Service
8. Welfare service
9. Depot and Transport service
10. Salvage Service
11. Corpse Disposal service
12. Supply Service
Civil Defence is primarily organized on voluntary basis except for a small nucleus of paid staff and establishment which is augmented during emergencies. Till now about 5 lakh volunteers have been trained in the country by many Deputy Controllers, Medical Officers and C.D. Instructors, which are all full time paid posts.
Apart from carrying out training and demonstration of Civil defence measures during peace time, Civil Defence volunteers are also deployed, on voluntary basis, in various constructive and nation building activities including assistance to the administration in relief and rescue work during natural calamities like flood, earthquake, cyclone and drought etc. by the state governments/Union Territories.
Civil defence training is conducted in the country in three tiers namely local/town level at state level and at the National Level. National Civil Defence College, Nagpur, conducts various courses in Civil Defence and Disaster relief Management and since its inception in 1957, the college has so far trained 35, 160 trainees including some foreign students.
Some central financial assistance to the States for Civil defence measures is also given by the Government of India on regular basis.
In keeping with the times, the Civil Defence organization is being revamped. It will also play a big role in the Disaster Management henceforth in the country in the field of training and deployment, especially after the shifting of the subject of Disaster Management from the Ministry of Agriculture to the Ministry of Home Affairs in June, 2002.
The Deputy Commandant General of Home Guards and Deputy Director Civil Defence is a senior rank equivalent to the Deputy Inspector General of Police with entitlement of one star play for the official vehicle. The Officers deputed to this position can use the one dove and three maple leaf rank with black collar stripes. The Deputy Commandant General of Home Guards and Deputy Director of Civil Defence at present in Goa is a distinguished and a very efficient officer Shri D. K. Sawant. The Organisation is Headed in Goa by the DGP Shri B. S. Brar who is Ex-Officio Commandant General of Home Guards and Director of Civil Defence.
The NCC and EX-NCC Cadets, Professionals like Lawyers, Doctors, engineers, Youths who are interested to serve the Nation as a Civil Defence Volunteers may contact the Deputy Controller’s Office at the Police Head Quarters, Panaji and get themselves enrolled as civil defence volunteers.

The Ward covers an area of 64 square kilometres. The approximate population of the ward is 5,68,660 with an additional day-time floating population of 60,000. The Ward is under the jurisdiction of D.C.P Zone VI and IX and traffic divisions, G, G1, and J as per details given below :
G Division : Area - from Huma cinema to Vikhroli
G1 Division : Area - From Mulund-Goregaon Link Road to Kanjur Railway Station (Huma Cinema Road).
J Division : Area - East side of Railway track, Suman Nagar.
There are Central Railway Stations at Vikhroli, Kanjurmarg and Bhandup and BEST bus depots at L.B.S. Marg (Vikhroli Bus Depot).
An office of Civil Defence is located at Municipal School tank Road, Bhandup (W). The ward comes under Powai and Mulund telephone exchange.
